HomeMy Public PortalAboutORD13998 BILL NO. 2005-131 • SPONSORED BY COUNCILMAN Martin ORDINANCE NO. 1W AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXTEND THE AGREEMENT WITH TRANSYSTEMS CORPORATION FOR THE CITY OF JEFFERSON TRANSIT DEVELOPMENT PLAN AND TO ADD TO THE SCOPE OF WORK. WHEREAS, Transystems Corporation was selected as the firm best qualified to provide professional services related to the City of Jefferson Transit Development Plan; and WHEREAS, the City desires to extend the contract to allow Transystems to continue to provide professional services Into 2006 related to the TDP as well as to provide additional services related to transit facilities. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1.The Mayor and City Clerk are hereby authorized to execute an agreement with Transystems Corporation to extend the time period for completion of the City of Jefferson Transit Development Plan; as outlined in Attachment A. Section 2. An additional scope of work related to transit and central maintenance facilities Is hereby Included in the agreement, as outlined in Attachment B, Scope of Work. Section 3. The agreement shall be substantially the same in form and content as that agreement attached hereto as Exhibit A. Section 4. This Ordinance shall be in full force and effect from and after the date of Its passage and approval. Passed:"- � 7 �'��v App ro ad ._ 7 Presiding Officer `�/ Mayor Al�TEST: APPR ED S TO FORM: �v/1:� 112v • City Cler City Counselor CITY OF JEFFERSON • AMENDMENT TO CONTRACT FOR PROFESSIONAL SERVICES WHEREAS,the City of Jefferson,Missouri,a municipal corporation,with offices at 320 East McCarty, Jefferson City, Missouri, 65101, hereinafter designated "City," entered into a Contract with TranSystems Corporation, with offices at 2400 Madison Avenue, Suite 400, Kansas City, Missouri, 64108, hereinafter referred to as "Contractor," on March 30, 2005; and WHEREAS,the Contract was for technical and professional services related to the City of Jefferson, Missouri, Transit Development Plan; and WHEREAS, both parties wish to extend the agreement for an additional year or upon completion of additional work stipulated in Exhibit A relative to the Transit Development Plan, and Exhibit B relative vehicle wash needs. WHEREAS, both parties agree to additional compensation in an amount not-to-exceed Four Thousand Dollars ($4,000.00) for additional work described in Exhibit B. Contract Period The contract period for all work related to the Transit Development Plan is extended to June 30, 2006. Scopes of Work for specific work Items or projects shall govern completion times for those elements. esp c II u matted, Accel t� y: /. ohn J. ob(es, Vice Pres(dent (Name and Title) IjKe City of eff rson Date: • Exhibit B Addition to Scope of Services with TranSystems Corporation Services Related to the Procurement of a Large Vehicle Washer System TranSystems Corporation is in the process of assisting the City with the preparation of a Transit Development Plan which Includes an analysis of JEFFTRAN facilities. The City has requested additional services related to the procurement of an automatic large vehicle washer system. Scope of Services TranSystems will provide assistance in determining the specific needs and the type of system that Is best suited to meet these needs. Specifically, TranSystems will provide the following services under this amendment: 1. Assist with determining specific needs: Develop a questionnaire to collect Information from City personnel on the Intended use of the washer, type and number of vehicles to be serviced, frequency of use, characteristics of the existing systems, etc. Prepare a brief informal report on the types of systems available, pros and cons, use and Installation considerations, cost, etc. This report will rely primarily on Information available from equipment manufacturers and vendors. Meet with City personnel one time in Jefferson City for the purpose of defining and refining system functional requirements. Prepare a summary of the system functional requirements along with a concept of the • preferred system. 2. TranSystems will prepare specifications suitable for inclusion in an RFP or IFB document based on the conclusions of Task 1. 3. TranSystems will prepare other information required for the RFP or IFB such as special Instructions to bidders, selection and evaluation consideration and schedule. It is understood that the City will have responsibility for preparing the RFP or IFB, including developing Terms and Conditions and general instructions to bidders, and will administer the procurement. TranSystems will assist in addressing bidders'questions through phone conferences with City personnel. It is further understood that the City will readily make all required information available, including fleet Information,equipment use information,details on the existing system and structure,including size, dimensions, power supply, plumbing and environmental provisions, make model and age of the existing equipment, etc. Study Schedule It Is understood that TranSystems will complete Task #1 within 6 weeks of receiving a Notice to Proceed, or by March 30, 2006 whichever is sooner. TranSystems will complete Tasks 2 and 3 within two weeks of the acceptance by the City of the functional requirements. • .1 • Key Personnel John Sparks, AIA,will be responsible for the provision of these services. John Dobies will have a limited role and general oversight. Cost Proposal TranSystems proposes to provide these services at a cost of$3,996.
