� WHEREAS, it manifestlg agpears to this City Council,
� � after e careful consideration of the facts in the case, that the•
•. applicatiori of the Pacific Eleetric Reilwey �ompany, a corporation;
for e°franchise to construct, maintain and operate a.apur track
upon and acrosa Fernwood Avenune and along,� upon and acrosa Beech-
wood Avenue in the City of Lynwood, is ne for the proper
. economic development of service in the city, end_
VPHEREAS,�it is the conalusion.of this City Council, after
such conaideration of�the facta, that there is and can be no bona
�fi3e competition for auch franchise.•
NOW, THEREFORE, it is.resolved that•the City Council
will grant the franchiae requested'to the Pacific Electric Raila¢ay
� Company, a corporation, mithout advertising the same for salc to
'_ the hig;heat bidder and the asme shall be granted to the Pacific.
