Member Albers introduced the following resolution and moved its adoption:
CITY OF MEDINA
RESOLUTION NO. 2023-97
RESOLUTION AUTHORIZING PUBLICATION OF
ORDINANCE NO. 718 BY TITLE AND SUMMARY
WHEREAS, the city council of the city of Medina has adopted Ordinance No. 718, “An
Ordinance Prohibiting the Sale of Edible Cannabinoid Products Under Minnesota Statutes,
Section 151.71”; and
WHEREAS, Minnesota Statues § 412.191, subdivision 4 allows publication by title and
summary in the case of lengthy ordinances or those containing charts or maps; and
WHEREAS, the city council believes that the following summary would clearly inform
the public of the intent and effect of the three-page ordinance.
NOW, THEREFORE, BE IT RESOLVED by the city council of the City of Medina
that the city clerk shall cause the following summary of Ordinance No. 718 to be published in the
official newspaper in lieu of the ordinance in its entirety:
Public Notice
The city council of the City of Medina has adopted Ordinance No. 718, An
Ordinance Prohibiting the Sale of Edible Cannabinoid Products Under Minnesota
Statutes, Section 151.71. The ordinance creates a new section 650 of the Medina
City Code, which prohibits the sale of edible cannabinoid products in the city to the
extent such sales are authorized under Minnesota Statutes, section 151.72. The
ordinance, which will automatically repeal when section 151.72 is repealed, also
establishes penalties and consequences for violations. Finally, the ordinance also
repeals Ordinance No. 696, which had established a one-year moratorium on the sale
of edible cannabinoid products in the city. The full text of the ordinance is available
from the city clerk at Medina city hall during regular business hours.
BE IT FURTHER RESOLVED by the city council of the City of Medina that the city
clerk keep a copy of the ordinance in their office at city hall for public inspection and that they
post a full copy of the ordinance in a public place within the city.

The motion for the adoption of the foregoing resolution was duly seconded by member
DesLauriers upon vote being taken thereon, the following voted in favor thereof:
Albers, Martin, DesLauriers, Reid
And the following voted against same: (Absent: Cavanaugh)
None
Whereupon said resolution was declared duly passed and adopted.
