COUNCIL MINUTES
DECEMBER 11, 1990 - SPECIAL MEETING
A Special Meeting of the Bal Harbour Village Council was held
on Tuesday, December 11, 1990 at 5:15 p.m. in the Council Chamber
at Village Hall. The meeting was called to order at 5:15 p.m. by
Mayor Estelle Stern and the roll was called. Those present were:

Village Manager Carole S. Morris
Attorney Stuart Kapp - Law Offices of

Administrative Assistant Teresa M. Smith
Absent: Councilman Andrew R. Hirschl
Councilman Sol Taplin
As a quorum was found to be present, the meeting commenced.
2. Ordinances - Second Reading/Public Hearing:
An Ordinance was read, by title, adopting and enacting a new
Code for Bal Harbour Village. Mayor Stern opened a Public Hearing
to receive comments. Mrs. Morris explained that the purpose of
recodification was to remove outdated and superseded material from
the Code document. She reiterated the process through which the
new Code was prepared and explained the features thereof. There
being no further comments, Mayor Stern closed the Public Hearing.
A motion to enact the ordinance was offered by Mr. Boggess and
seconded by Mr. Blank. The motion carried unanimously (3-0) thus
becoming
ORDINANCE NO. 358
AN ORDINANCE ADOPTING AND ENACTING A NEW CODE
FOR THE VILLAGE OF BAL HARBOUR, FLORIDA;
PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES
NOT INCLUDED THEREIN; PROVIDING FOR PENALTY
FOR THE VIOLATION THEREOF; PROVIDING FOR THE
MANNER OF AMENDING SUCH CODE; AND PROVIDING
WHEN SUCH CODE AND THIS ORDINANCE SHALL BECOME
EFFECTIVE.

3. Other Business: Mrs. Morris updated Council and those
present on the status of the sewer project, which is progressing
well, on beach erosion, which is not a concern at this time and the
recycling project, which advance to phase 2 in the very near
future.
4. Adjourn: There being no further business to come before
Council, a motion was offered by Mr. Boggess and seconded by Mr.
Blank to adiourn. The motion carried unanimously (3-0) and the
meeting adjourned at 5:22 p.m.
