Roll Call The City of Tiffin City Council held a work session Tuesday, June 21, 2022, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 6:32 PM. Upon roll being called the following members were present: Al Havens, Tim Orris, Skylar Limkemann, Eric Schnedler, Chris Olney. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion to approve agenda by Schnedler. Second by Orris. All ayes, agenda approved. C. Questions from Council Members regarding items on the Regular City Council Agenda D. Other Business E. Adjournment Motion to adjourn by Orris. Second by Limkemann. All ayes, meeting adjourned at 7:01 PM. A. Regular Session - Call to Order 7:00 PM B. Roll Call The City of Tiffin City Council held a regular session Tuesday, June 21, 2022, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 7:05 PM. Upon roll being called the following members were present: Al Havens, Chris Olney, Tim Orris, Skylar Limkemann, Eric Schnedler. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. C. Agenda Additions/Agenda Approval Motion to approve agenda by Havens. Second by Limkemann. All ayes, agenda approved. D. Communications and Reports 1. Unscheduled I agenda is reached. If you wish to address the City Council on an item not on the agenda, please approach the lectern and give your name and address for the public record before discussing your item. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Close Public Hearing and Proceed to I-1 Motion to open Public Hearing on FY 2021-2022 Budget Amendment by Schnedler. Second by Orris. Roll Call: Orris, Havens, Schnedler, Olney, Limkemann. Discussion: Nothing Received at City Hall. Motion to close Public Hearing on FY 2021-2022 Budget Amendment by Havens. Second by Orris. Roll Call: Havens, Schnedler, Olney, Limkemann, Orris. 2. Public Hearing on the City of Tiffin Warning Sirens Project a. Close Public Hearing and Proceed to K-5 Motion to open Public Hearing on the City of Tiffin Warning Sirens Project by Orris. Second by Schnedler Roll Call: Olney, Limkemann, Orris, Havens, Schnedler. Discussion: Nothing Received at City Hall. Motion to close Public Hearing on the City of Tiffin Warning Sirens Project by Schnedler. Second by Olney. Roll Call: Limkemann, Orris, Havens, Schnedler, Olney. H. Ordinance Approval/Amendment 1. Ordinance No. 2022-495 An Ordinance Amending the Official Zoning Map of the City of Tiffin to Rezone Tiffin West from R-1E, to R-1B, R-1D, R-2 and C-2B, in the City of Tiffin, Iowa a. Motion to Approve Second Reading and Proceed to Third Reading Motion to table Ordinance No. 2022-495 An Ordinance Amending the Official Zoning Map of the City of Tiffin to Rezone Tiffin West from R-1E, to R-1B, R-1D, R-2 and C-2B, in the City of Tiffin, Iowa by Schnedler. Second by Orris. All ayes, motion carried. I. Resolutions for Approval 1. Resolution No. 2022-056 A Resolution Approving the City of Tiffin FY 2021-2022 Budget Amendment. Motion to approve Resolution No. 2022-056 A Resolution Approving the City of Tiffin FY 2021-2022 Budget Amendment by Havens. Second by Orris. Roll Call: Schnedler, Olney, Limkemann, Orris, Havens. All ayes, motion carried. 2. Resolution No. 2022-057 A Resolution Setting the Salaries for the Appointed Officers and Employees of the City of Tiffin, Iowa. Motion to approve Resolution No. 2022-057 A Resolution Setting the Salaries for the Appointed Officers and Employees of the City of Tiffin, Iowa by Havens. City Council Agenda Page 2 of 4 Second by Limkemann. Roll Call:Orris, Havens, Schnedler, Olney, Limkemann. All ayes, motion carried. 3. Resolution No. 2022-058 A Resolution Amending Resolution No. 2022-041 and Adjusting the Interest Rate for the Final Assessment for the 2017 Original Town Urbanization Project. Motion to amend Resolution No. 2022-058 A Resolution Amending Resolution No. 2022-041 and Adjusting the Interest Rate for the Final Assessment for the 2017 Original Town Urbanization Project by changing the interest rate from 2.99% to 1% through 2026 and 2.99% through 2031 by Havens. Second by Schnedler. All ayes, motion carried. Motion to approve as amended by Havens. Second by Orris. Roll Call: Havens, Schnedler, Olney, Limkemann, Orris. All ayes, motion carried. 4. Resolution No. 2022-059 A Resolution Completing the Financial Obligation of the City of Tiffin to the Tiffin Fire Association in Respect to the Assumption of Debt for current Pumper Truck. Motion to approve Resolution No. 2022-059 A Resolution Completing the Financial Obligation of the City of Tiffin to the Tiffin Fire Association in Respect to the Assumption of Debt for current Pumper Truck by Limkemann. Second by Havens. Roll Call: Schnedler, Olney, Limkemann, Orris, Havens. All ayes, motion carried. J. Old Business 1. K. Motions for Approval 1. Consideration of Payables List Motion to Approve by Schnedler. Second by Limkemann. All ayes, motion carried. 2. Consideration of Pay Estimate #10 Rathje Construction, Original Town Urbanization Project Phase Two Motion to Approve by Limkemann. Second by Orris. All ayes, motion carried. 3. Consideration of Pay Application #4 Woodruff Construction, Public Works Building Project Motion to Approve by Olney. Second by Limkemann. All ayes, motion carried. 4. Discussion and Consideration of Hiring Public Works Maintenance Worker and Council Action as Needed. Motion to approve by Olney. Second by Orris. All ayes, motion carried. 5. Discussion and Consideration to Approve Bid for the City of Tiffin Warning Sirens Project and Council Action as Needed. Motion to approve by Olney. Second by Schnedler. All ayes, motion carried. 6. Discussion and Consideration of One-Time Water and Sewer Adjustment for 330 College Street, Apartment #21 and Council Action as Needed. Motion to approve by Havens. Second by Limkemann. All ayes, motion carried. City Council Agenda Page 3 of 4 7.Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code Chapter 21.5(1)(C) to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation by Schnedler. Second by Limkemann. Roll Call: Havens, Olney, Orris, Schnedler, Limkemann. Motion to adjourn from Closed Session into Regular Session by Schnedler. Second by Limkemann. Nothing to Report. 2. City Council Reports Discussion: Council Person Olney would like a report on calls for service for the Fire Department. 3. Report Discussion: Director of Public Works Brian Detert reported the Public Works building is still on schedule. 4. Building Official Report Discussion: Building Official Brian Shay reported Casa Tequila & 380 Nails are open in the New York Building located off North Park Road. 5. s Report Discussion: Nothing to Report. 6. City Administrator Discussion: City Administrator Doug Boldt reported public works department will be moving the shelter at old city hall to the dog park. N.
